Rokok Adalah Penyumbang Kerugian Terbesar Negara, Bukan Penyumbang Devisa
JAKARTA (voa-islam.com) - Selama ini rokok dibilang sebagai penyumbang devisa terbesar untuk negara padahal nyatanya rokok justru menyumbang kerugian terbesar negara. Kerugian yang ditimbulkan rokok bukan hanya masalah kesehatan saja tapi juga masalah moral dan finansial.
Menurut data Depkes tahun 2004, total biaya konsumsi atau pengeluaran untuk tembakau adalah Rp 127,4 triliun. Biaya itu sudah termasuk biaya kesehatan, pengobatan dan kematian akibat tembakau. Sementara itu penerimaan negara dari cukai tembakau adalah Rp 16,5 triliun.
"Artinya biaya pengeluaran untuk menangani masalah kesehatan akibat rokok lebih besar 7,5 kali lipat daripada penerimaan cukai rokok itu sendiri. Jadi sebenarnya kita ini sudah dibodohi, sudah tahu rugi tapi tetap dipertahankan dan dikerjakan. Inilah cara berpikir orang-orang tertentu yang bodoh," tutur kata Prof Farid A Moeloek, Ketua Komisi Nasional Pengendalian Tembakau dalam acara Peningkatan Cukai Rokok: Antara Kepentingan Ekonomi dan Kesehatan di Hotel Sahid Jakarta, Rabu (17/2/2010).
"Menurut agama saja menghisap rokok adalah kegiatan yang mubazir atau makruh. Memang dilema, di satu sisi negara butuh uang tapi di sisi lain banyak yang dirugikan akibat rokok," tambahnya.
Dalam UU Kesehatan No.36 Tahun 2009 disebutkan bahwa nikotin adalah zat aditif, sama halnya dengan alkohol dan minuman keras. "Jadi rokok harusnya juga diperlakukan sama dengan narkoba. Artinya kalau narkotik tidak diiklankan, merokok juga harusnya tidak boleh. Masalah rokok juga harus ditangani secara spesial," ujarnya.
Kenaikan cukai tembakau rokok sebesar 15 persen menurut Prof Farid dianggap tidak akan berpengaruh.
Pertama, karena rokok mengandung nikotin yang bersifat candu, jadi bagaimanapun juga orang akan terus mencari dan mencari rokok untuk memenuhi kebutuhannya.
Kedua, grafik elastisitas rokok bersifat inelastis, jadi kenaikan harga rokok tidak akan terlalu mengurangi konsumsi rokok.
Ketiga, pertambahan penduduk terus terjadi dan hal ini memungkinkan semakin banyak orang yang merokok.
Untuk itu solusinya adalah, perlu regulasi atau Peraturan Pemerintah (PP) khusus yang mengatur ketat penggunaan rokok. Sebenarnya sudah banyak UU yang mengatur tentang rokok, misalnya UU Kesehatan No 36/2009, UU Penyiaran No 33/1999, UU Perlindungan Anak No 23/2002, UU Psikotropika No 5/1997 dan UU Cukai No 39/2007.
"Di situ ada aturannya nikotin harus dibagaimanakan. Tapi karena UU itu berjalan sendiri-sendiri maka tujuannya jadi tidak tercapai. Yang dibutuhkan hanya harmonisasi UU," katanya.
Peningkatan cukai rokok juga menurut Prof Farid harus didistribusikan pada kegiatan-kegiatan untuk menangani sektor kesehatan. "Perokoklah yang membayar cukai tembakau sehingga sudah semestinya dana cukai dikembalikan untuk memperbaiki kesehatan masyarakat," ujarnya. [taz/detikhealth]

sejarah SUCK
kami adalah kumpulan murid di kelas 10C SMA Taruna Terpadu tapel 2009-2010.
disini kami saling mengenal satu sama lain.
pepatah "tak kenal maka tak sayang" itu sangat berlaku lho buat kami, karena berawal dari perbedaan asal muasal, jadi deket kaya sekarang ini.
awalnya kita diem dieman, tapi suatu ketika *tua banget yah bahhasa gua?* waktu yang mendekatkan kita *apasih gue*.
10C itu dulu kelas yang paling dikenal sama guru guru karena prestasinya dan juga kenakalannya *tapi masih wajar ko*. semester satu kita banyak di banggain sama guru guru, tapi semester dua, ampuuuuuuunnnn deh guru guru malah ngejelek jelekin 10C.
oiya, 10C juga sering di bilang kelas sombong, tapi sebenernya mag engga tau! merekanya aja yang gamau gabung sama kita, *jangan sotau deh*.
banyak masalah yang kita alamin, dari mulai berantem sama anak sebelah, cinlok, bahkan berantem sama sahabat sendiri.
itulah keunikan kelas kami. oiya, wali kelasnya juga gaul banget lho, sering jalan jalan banreng, baik lagi *ooohhh jadi kangen Bu Liza deh*
kelas kita beda sama yang lain, dari sifat anak anaknya aja udah beda, makanya jangan suka ngomongin kelas kita.
